TERENA General Assembly discusses collaboration with third parties in providing wireless network access

Collaboration of national research and education networking organisations (NRENs) with commercial companies and local authorities in providing wireless network access was the topic of a discussion at the TERENA General Assembly meeting in Bucharest on 22-23 October 2009. The main decisions in the meeting, which was hosted by RoEduNet, the Romanian national member organisation of TERENA, concerned financial matters.

TERENA Treasurer Lajos Bálint presented the Executive Committee's proposal for the 2010 budget, as well as a three-year financial prognosis. In contrast with the anticipated deficit in 2009, the next three years are expected to produce small financial surpluses. After some discussion, the General Assembly unanimously adopted the proposed budget. Because of current financial problems of some TERENA members caused by the worldwide economic crisis, it was agreed not to raise the membership fees, despite ongoing inflation.
Activity Plan

Closely related to next year's budget is the Activity Plan of the TERENA Executive Committee for 2010, which was presented by TERENA President Janne Kanner. He emphasised that the committee had verified that the necessary conditions - including the availability of financial and other resources - were fulfilled to make the execution of this plan feasible. This had also been considered in a three-year financial perspective, underlining the aspect of sustainability, which has increasingly become an issue of concern in the TERENA community.

At the moment, a large part of the manpower available in the TERENA Secretariat and the national member organisations to participate in international collaboration is reserved for the recently started GN3 (GÉANT) project. Nevertheless, there is some room to work on new or other topics that the TERENA membership finds important, either inside or outside the GN3 project.
Collaboration with third parties on providing network access

Christoph Graf described how, in the SWITCHconnect initiative, the Swiss NREN collaborates with a number of commercial wireless network access providers, offering transit over the SWITCH infrastructure for customer traffic in exchange for network access via commercial hotspots for the research and education community. Antoine Barthel discussed the collaboration between RESTENA and local authorities in Luxembourg to provide eduroam via municipal WiFi networks. And Victor Reijs presented the recent agreement between HEAnet and O2 to provide an exclusive broadband package to third-level students and staff of education institutions in Ireland.

This was followed by a discussion in which all meeting attendees participated. A few General Assembly members mentioned similar initiatives in their own countries, while several expressed an interest in investigating such opportunities inspired by the examples presented.
Other agenda items

General Assembly members received an update on the activities in the TERENA Technical Programme, on the work of TF-CPR (the task force on communications and public relations) and TF-MSP (the task force on management of service portfolios), and on the preparations for the next TERENA Networking Conference, which will be held in Vilnius, Lithuania in May-June 2010. It was announced that the TERENA Networking Conference 2011 will be hosted in Prague by CESNET, the Czech national member of TERENA.
